thinking about it, they use this tactic a lot in Japan. Didn't they have an ad campaign going for a while that was like:
"Good citizens don't scam on their taxes."

as opposed to America's:
"Don't pay your taxes and we throw you in jail to get sodomized daily!!!!"

In America it would say:
"Climbing this may cause death, dismemberment or other serious bodily harm. Those who survive will be arrested and/or sued."
